Commissioners Court adopts resolution on electric grid failure

This morning, committees in both the Texas Senate and the Texas House are meeting to discuss the events of last week and the failures of our state's electricity infrastructure.

On Monday, the Commissioners Court unanimously adopted a resolution requesting the Governor and the Legislature:

  1. Thoroughly investigate the cause of this catastrophic failure of the Texas power grid and provide a full accounting of all actions, inactions, and decisions that contributed to this failure. This accounting should be clearly and truthfully communicated to the citizens of Collin County and the State of Texas.
  2. Identify the specific measures that need to be undertaken to correct any and all weaknesses that exist with the Texas power grid to prevent similar failure in the future.
  3. Implement the oversight necessary to ensure these measures are completed within a reasonable timeframe.

Whereas, Collin County and the entire State of Texas experienced a severe cold weather event beginning on Sunday, February 14, 2021; and

Whereas, in the early hours of February 15, 2021, electric blackouts began to occur in Collin County and across the State of Texas leaving individuals, families, and businesses without power for extended periods of time; and

Whereas, this loss of power to homes and critical infrastructure, such as water supply systems, created a major public health and safety crisis; and

Whereas, the people of Collin County and the State of Texas expect and deserve to have reliable power at all times, but particularly during extreme weather when it is needed most to keep themselves, their families, and their homes safe from extreme and dangerous temperatures; and

Whereas, the lack of reliable power has severely impacted the people of Collin County and the State of Texas in numerous negative ways, including but not limited to the inability to heat homes and businesses, the inability to use necessary and life-saving medical equipment, the inability to protect property from serious damage resulting from frozen water pipes, and the inability to provide an adequate supply of safe drinking water; and

Whereas, the people of Collin County and the State of Texas feel deservedly angry, frustrated, and deceived due to the hardships they were forced to endure and the lack of accurate communication that would have allowed them to better assess their situation and have the opportunity to make appropriate decisions about how they should respond to the crises; now, therefore, be it

Resolved, the Collin County Commissioners Court requests that the Governor of the State of Texas and the Texas State Legislature:

  1. Thoroughly investigate the cause of this catastrophic failure of the Texas power grid and provide a full accounting of all actions, inactions, and decisions that contributed to this failure. This accounting should be clearly and truthfully communicated to the citizens of Collin County and the State of Texas.
  2. Identify the specific measures that need to be undertaken to correct any and all weaknesses that exist with the Texas power grid to prevent similar failure in the future.
  3. Implement the oversight necessary to ensure these measures are completed within a reasonable timeframe.

A motion was made, seconded, and carried by a majority of the court members in attendance during a regular session on Monday, February 22, 2021.
